Why PDF is the right format for a fax
Online fax services convert whatever you upload into a fax image. A PDF has fixed page geometry, so what you see is exactly what the recipient's machine prints. A Word file has to be converted first, and margins, fonts and page breaks can shift during that conversion.

Attaching the PDF to your fax

Merging the cover sheet into an existing PDF
You usually do not need to. Uploading two files in order gives the same result as merging them, and it avoids re-saving a signed document. If your provider only accepts one file, use Preview on a Mac (drag the cover page into the sidebar of the other PDF) or any free merge tool, then check the page order before sending.
